Role and Remit of the Moving Forward Together Workforce Reference Group

1. Purpose

The purpose of this group is support the delivery of the NHS Greater Glasgow & Clyde Transformational Strategy through the introduction of the Moving Forward Together (MFT) Workforce Reference Group.

2. Context

The MFT Workforce Reference Group has determined a work programme to develop and deliver the strategic change required to deliver our services in a different way beyond 2020.

3. Remit of the Moving Forward Together Workforce Reference Group

The MFT Workforce Reference Group will provide consistent advice, support and direction when necessary on areas where workforce matters have been raised.

The following are a range of activities which the MFT Workforce Reference Group will cover; this is not exhaustive.

4. Staff Engagement in Greater Glasgow & Clyde (Existing Structures)

An early success factor will be creating awareness and stakeholder involvement in the transformation agenda and using the existing professional advisory and engagement structures. These include, for example, and not exclusive:

  • Area Partnership Forum
  • Medical Staff Forum
  • Senior Charge Nurse Network
  • Chiefs of Nursing/Chiefs of Medicine Groups
  • Heads of Mental Health & Learning Disability
  • Staff Governance Committee
  • Health & Social Care Partnerships
  • Sector and Directorate Partnership fora.

To raise awareness, transformation will form part of the ‘talking points’ from meeting agendas and communication on strategy in context will form part of an ongoing conversation and narrative with Trade Unions and Staff. This will avoid the ‘big bang’ approach to change and promote evolution and engagement. The MFT Workforce Reference Group will work closely with Communications colleagues to ensure that a consistent message is shared with our workforce and line managers are supported in facilitating and involving staff during the Programme.

5. Workforce Planning

It will be critical as we move forward to ensure that any service re-design emerging from the workstreams can link back to the Boards workforce plan assumptions for 2018 and beyond, and the emerging West Region Workforce Plan. The MFT Workforce Reference Group will support the development of a workforce plan for 2018-2020 which will be modified to take cognisance of emerging activity from the workstreams. Elements within this plan will include identifying clearly current establishment and workflow i.e. where individuals are based in relative terms to the redesign of services and ensuring that workforce change is recorded in line with funded establishments.

The MFT Workforce Reference Group will ensure that appropriate support is provided to the workstreams as they consider new roles, new working practices and any consideration for non-standard hours working which may impact on overall terms and conditions of employment.

Membership

The MFT Workforce Reference Group will have the following members:

  • Director of Human Resources & Organisational Development (Chair)
  • Deputy Director of Human Resources & Organisational Development
  • Employee Director
  • Head of Workforce Planning & Analytics
  • Head of Organisational Development
  • Area and Local Partnership Forum Representatives
  • Heads of People & Change
  • Medical Staffing
  • Associate Director of Communications
  • Nursing and AHP representative
  • Other colleagues will join as and when required.

This meeting will take place every 4 weeks and will be minuted. Administrative support will be provided by Human Resources.
